To explain the filenames - DN Angel is split into “Stages” and it calls its chapters “Volumes”. So, the actual volume 15 ends with Stage 4 Volume 14. From then on, the files are separate chapters, continuing with Stage 4 Volume 15 (this time Volume as in a chapter) to the very last chapter of this manga that is Stage 4 Volume 45. That adds up to the 20 regular volumes. Blame the author for this chaotic naming.

Wait, when was it fully translated and by who exactly? Last thing I could find on Mangadex / mangaupdates is 4 chapters in 2019 after it came back.

So VIZ picked this up after Tokyopop US went under but never released more than the already translated 13 volumes?

Seems that Viz has dropped this. Or more accurately, TokyoPop has dropped this after 13 volumes and the Viz release is just re-release of that.
